What Percentage Of Government Finance Is Fuel Duties?

I typed the title of this post into Google.

Google found this page from the Office of Budget Responsibility.

This was the first paragraph.

Fuel duties are levied on purchases of petrol, diesel and a variety of other fuels. They represent a significant source of revenue for government. In 2023-24, we expect fuel duties to raise £24.3 billion. That would represent 2.3 per cent of all receipts and is equivalent to £867 per household and 0.9 per cent of national income.

I don’t drive after a stroke ruined my eyesight, so I pay nothing directly.

But when everybody is in electric vehicles, how is the £24.3 billion hole in the government’s finances caused by no-one paying duty on petrol and diesel to be filled?

I would assume that everyone will have a black box in their vehicle and they’ll pay according to the miles they drive, their speed, the congestion and the vehicle type.

And of course if a driver exceeds the speed limit, they’ll be automatically sent a ticket.

I can understand why Labour politicians like Mark Drakeford and Sadiq Khan are so keen on 20 mph limits.

Has that nice Rachel Reeves told them what she has planned for motorists?

Their eyes must be rolling like cash registers.

Heathrow Southern Rail Link Gets Boost As London Mayor Gives Backing

The title of this post, is the same as that of this article on Rail Technology Magazine.

These were the two introductory paragraphs.

The Railway Industry Association has welcomed the backing from London Mayor, Sadiq Khan for the proposed Heathrow Southern Rail Link.

Speaking at the London Assembly recently, Mr Khan said: “I welcome the useful role that a Southern Rail Link to Heathrow could play in supporting a shift to sustainable modes, while transforming access to Heathrow Airport for passengers and staff from south London, Surrey and Hampshire.

I introduced the Heathrow Southern Railway in November 2016 in Why I Like The Heathrow Southern Railway Proposal.

I still like it and we now have more information, which includes this map.

Note.

  1. The blue line is the Elizabeth Line.
  2. The yellow line is a direct link from Waterloo to Heathrow.
  3. The station in a six pointed star is Clapham Junction.

On the Heathrow Southern Railway web site there is a section called Service Opportunities.

It details two routes.

  1. Heathrow and Waterloo via Staines and Clapham Junction
  2. Basingstoke/Guildford and Paddington via Woking and Heathrow

These are a few random thoughts.

A ULEZ Avoiding Line

If the Elizabeth Line is extended to Staines, then Heathrow Southern Railway provides a ULEZ avoiding route for Heathrow employees to help get the Mayor out of a hole. A station guy at Staines told me a lot of Heathrow staff take buses to the airport from Staines station.

West London Orbital Railway

I believe that the West London Orbital Railway would make sense to give lots of other routes for Heathrow staff and passengers.

Conclusion

I’ve always liked the Heathrow Southern Railway and I hope this interest from the Mayor moves the project forward.

London Overground Lines To Be Given Unique Names

The title of this post, is the same as that of this article on the BBC.

This is the sub-heading.

Six London Overground lines are to be given unique names.

These three paragraphs explain it all.

Routes to be named include Euston to Watford Junction, Romford to Upminster and Gospel Oak to Barking, City Hall confirmed.

Seb Dance, deputy mayor for transport, said posters had been put up in stations informing people of the plans and encouraging them to get involved.

London Overground will remain as the umbrella brand, according to transport bosses.

It will cost £6.3 million.

What a waste of money!

I suppose they will all be given nice politically correct names, that no-one will use and those on thee far-right will cover with graffiti.

Yesterday, I needed to use The Drain, so I asked if it was open at Waterloo. Perhaps the first thing, that they ought to do, is teach staff all the colloquial names that my parents’ generation used.

The sooner the good voters of London give SadIQ his marching orders the better.

Silvertown Tunnel: Cracks In Mayoral Policies

The title of this post, is the same as that, as this article on the BBC.

This is the sub-heading.

It is an infrastructure project that is well-underway with the boring almost completed — but it has a very low profile.

These three paragraphs possibly explain why.

Every step of the Crossrail tunnelling, the media were invited along. Not so with this project.

This is Silvertown Tunnel. It is more than 1km long and will be London’s first road tunnel in over 30 years.

Perhaps one of the reasons it isn’t being pushed publicity-wise, is it is very controversial.

Reading the rest of the article it certainly is controversial in many people’s minds.

These are my thoughts.

Avoiding The Dartford Crossing

When I drove back to Suffolk from Gatwick, Kent or Sussex, in the last century, because of congestion at the Dartford Crossing, I would sometimes cut through London and use the Blackwall Tunnel, when I thought it would be quicker.

When the Silvertown Tunnel opens, this could be a viable alternative for vehicles.

My experience of modelling flows, tells me, that water finds its own level. With driving, Satellite Navigation will be able to tell drivers, which will be the fastest route.

It is my view, that the Silvertown Tunnel will become the biggest rat-run in London.

Except some of these rats will be super-rats in 45-tonne HGVs.

Cutting Pollution In London

If super-rat-running is going to happen, then this will raise pollution in Central London, with all those heavy trucks going through.

The only way to cut pollution would be to have differential pricing for vehicles in the tunnels.

Perhaps hydrogen and electric vehicles should be at a discount.

But then Sadiq Khan doesn’t have a hydrogen policy, except to ignore it and hope it goes away.

The Elizabeth Line Effect

Talking to Elizabeth Line staff at Whitechapel station, they feel that there is an increasing number of passengers, who do journeys in East London on an up-one-branch-down-t’other basis between places like Ilford and Woolwich.

I believe, that other cross-river railways and the Bank station improvements, will also take passengers out of their cars, which will free up the Silvertown Tunnel for more HGVs.

TfL Announces The Next Tube Stations To Be Prioritised For Step-Free Access To Meet The Mayor’s Bold Accessibility Targets

The title of this post is the same as that of this press release from Transport for London.

These are the first two paragraphs.

Transport for London (TfL) has outlined the ten London Underground stations it will be reviewing for potential step-free access, as it progresses plans to further improve public transport accessibility in London.

These ten stations, spread across London, have been identified using an approach focused on the benefits to customers, such as reducing journey times for those needing to use step-free access and reflecting issues that impact the delivery of step-free access such as the feasibility of new lifts, sufficient space for work to be carried out and the depth of each Tube station.

The ten stations listed are.

  • Alperton
  • Arnos Grove
  • Burnt Oak – Some work has been started, but paused because of the pandemic
  • Eastcote
  • Finchley Road
  • Northolt – Some work has been started, but paused because of the pandemic
  • North Acton
  • Rayners Lane
  • West Hampstead
  • White City

Khan’s Stupid Plan To Rename The Overground Lines

renamThis page on the TfL web site is entitled Naming London Overground Lines.

This is the first paragraph.

London Overground lines are to be named to make the network easier to navigate and ensure the Capital’s transport system reflects its rich and diverse history. We aim to make the changes by the end of 2024.

So why do I feel it is a stupid plan?

London Wouldn’t Stomach A Load Of Woke Names

When Khan and his fellow politicians choose the names, they will probably be a load of woke rubbish and this could cause problems with some political groups.

When The Lines Are Renamed, Will They Then Start On Station Names?

This could open a real can of worms, as some station names are totally unacceptable to some groups of people.

When Arsenal moved from Highbury, Spurs fans mounted a campaign to get Arsenal tube station renamed to its original name of Gillespie Road.

 

Londoners Use Their Geographic Names

I use the Overground regularly and use their geographic names like.

  • Cheshunt Line
  • Chingford Line
  • East London Line
  • Enfield Town Line
  • Gospel Oak and Barking Line
  • North London Line
  • Romford and Upminster Line
  • South London Line
  • Watford DC Line
  • West London Line

I also use The Drain for the Waterloo and City Line.

Thameslink And Moorgate Services

It is likely, that some or all of the Thameslink and Moorgate routes will go to Transport for London.

These would need more names.

Cost

Transport for London (TfL) have a financial crisis and I believe, that the money spent on signage and branding could be better spent on other projects like hydrogen buses or creating the West London Orbital Railway.

If Another Political Party Took Power Would They Rename Everything?

Probably! And this would be more cost!

Conclusion

Sadiq Khan is a vain and stubborn man. Renaming lines will open a nest of vipers.

With the mess Khan has got in over ULEZ, this could be another problem caused by his bad judgment.

Swan On The Tracks Halts Trains On London’s Elizabeth Line

The title of this post, is the same as that of this article on the Guardian.

Passengers held on trains for up to hour as services suspended between Heathrow and Abbey Wood

These paragraphs outline the story.

Services on a major section of London’s new £19bn Elizabeth line have been suspended because of a swan blocking the tracks.

Transport for London (TfL) said there were no services between Heathrow airport in west London and Abbey Wood in south-east London – via the centre of the capital – due to “an obstruction on the track”. It said there were severe delays on the rest of the line.

I actually got delayed by this, as I was trying to get my shopping home from Moorgate.

The 141 bus, that I took as an alternative was also severely delayed. But not by swans, but by the policies of a Mayor who can’t do sums!

Why Should I Pay For The ULEZ Scrappage Scheme?

The Mayor’s pet anti-pollution project the ULEZ scheme is controversial to say the least.

This article on the BBC is entitled ULEZ: Labour MPs In London Call For ULEZ Scrappage Scheme Review.

So even MPs in his own party don’t agree with the current policy!

Consider.

  • I am a non-driver after a stroke ruined my eyesight.
  • The only possible benefit, that I might get, is slightly less pollution around where I live.
  • But the jury is out on that and the current evidence is dubious, as the Mayor has paid for it to be collected.
  • In 2021, the population of London had the chance to remove Sadiq Khan, but decided to re-elect him, despite his ULEZ policy.
  • So I have no sympathy for those, who have to rely on a non-compliant car or van to go about their daily business.
  • They knew they had to either get a compliant vehicle, pay the £12.50 per day or move to somewhere with a friendlier transport policy.
  • If the Mayor wanted to cut pollution in London, he could at least have a hydrogen policy, which allowed large trucks based in London to use this clean fuel.

We have another Mayoral election in 2024!

I shall not be voting for any candidate, who proposes to use London taxpayers’ hard-earned money for a scrappage scheme or who doesn’t have a feasible hydrogen policy.

Don’t Call Them illegal Immigrants, Sadiq Khan Tells Civil Servants

The title of this post, is the same as that of this article in The Times.

These three paragraphs outline Khan’s new instructions to civil servants.

Sadiq Khan has told civil servants not to use the term “illegal migrants” but instead use “undocumented” migrants or those “with insecure immigration status”, according to internal guidance.

Produced for City Hall workers, the leaked inclusivity guide tells employees that instead of using “men and women’” they should say “people” or “Londoners”. It also advises the estimated 1,300 people who work for the Greater London Authority that the terms “male” and “female” are “dated and medicalised”.

“Similarly, instead of ‘ladies and gentlemen’ say something that doesn’t exclude non-binary people,” it reads.

In the 1970s, I can remember C and myself listening to a magnificent play on BBC Radio 4, by Václav Havel called The Memorandum.

The Wikipedia entry says this about the play.

The play is a black comedy that parodies bureaucracy and conformity. Havel wrote it prior to the Prague Spring of 1968 as an ironic satire dissenting against communist rule. Despite its veiled themes, the play was approved by government censors and published. The Memorandum centers on the introduction of a new language, “Ptydepe”, that is meant to make work more efficient despite having the opposite effect. Sam Walters considers The Memorandum to be Havel’s masterpiece.

Khan has obviously seen the play and feels he should sharpen up his act.

ULEZ: Impact Of Mayor’s Expansion Questioned

One in six cars registered in outer London did not meet Ultra Low Emission Zone (ULEZ) standards last year, according to figures from the Society of Motor Manufacturers and Traders

These paragraphs outline the analysis.

The data was released following a Freedom of Information request by the BBC to Transport for London (TfL).

It comes amid a dispute over whether existing data used by City Hall and TfL is accurate.

However, London Mayor Sadiq Khan said the newly released data was unreliable.

From the end of August, all those driving vehicles within Greater London that do not meet ULEZ pollutant limits will face a £12.50 daily charge or a £180 fine.

I’m sure that any Professor of Statistics from London’s universities or an expert from the Royal Statistical Society, could give a definitive answer on the statistics.

But then Khan is a lawyer and will hide behind the law in this case, by claiming he is both judge and jury.

If Khan really cared about London’s air, he would have a hydrogen policy, which would enable London’s local cement, construction and refuse trucks to be replaced or converted to hydrogen, so that the city’s air improved.

It would also make it easier to introduce more hydrogen-powered buses.

Companies like Tesco and Marks & Spencer, who regularly run trucks into London, should be encouraged to convert their delivery trucks to zero-carbon, by adjustment of the ULEZ charges.

The ULEZ has been badly thought out and needs to be realigned with what is practical and reduces the pollution.
