South Korea, UK Strengthen Offshore Wind Ties

The Republic of Korea (ROK) and the UK have signed a memorandum of understanding (MoU) concerning cooperation on offshore wind energy
These three paragraphs outline the MoU.
The UK and ROK already have a proven relationship in offshore wind, with large-scale investments in the UK’s supply chain and in the development of ROK’s offshore wind sector.
This MoU emphasises the will to build on this existing cooperation to accelerate deployment, address barriers to trade, and encourage mutual economic development through regular government-to-government dialogue and business-to-business cooperation, according to the partners.
The participants will support the UK and ROK’s offshore wind deployment by sharing experience and expertise from their respective sectors.
These are my thoughts.
The British And The Koreans Have A Long Record Of Industrial Co-operation
My own experience of this, goes back to the last century, where one of the biggest export markets for Artemis; the project management system, that I wrote was South Korea.
We had started with Hyundai in Saudi Arabia, where the Korean company was providing labour for large projects.
I can remember modifying Artemis, so that it handled the Korean won, which in those days, came with lots of noughts.
The Korean, who managed their Saudi projects returned home and luckily for us, wanted a system in Korea.
Paul, who was our salesman for Korea, used to tell a story about selling in Korea.
Our Korean friend from Hyundai had setup a demonstration of Artemis with all the major corporations or chaebols in Korea.
Paul finished the demonstration and then asked if there were any questions.
There was only one question and it was translated as “Can we see the contract?”
So Paul handed out perhaps a dozen contracts.
Immediately, after a quick read, the attendees at the meeting, started to sign the contracts and give them back.
Paul asked our friendly Korean, what was going on and got the reply. “If it’s good enough for Hyundai, it’s good enough for my company!”
The King Played His Part
King Charles, London and the UK government certainly laid on a first class state visit and by his references in his speech the King certainly said the right things.
I always wonder, how much the Royal Family is worth to business deals, but I suspect in some countries it helps a lot.
With Artemis, we won two Queen’s Awards for Industry. Every year the monarch puts on a reception to which each company or organisation can send three representatives. I recounted my visit in The Day I Met the Queen.
For the second award, I suggested that we send Pat, who was the highest American, in the company.
Later in his career with the company, when he was running our US operations, Pat. found talking about the time, he met the Queen and Prince Philip, very good for doing business.
I wonder how many business and cooperation deals between the UK and Korea, will be revealed in the coming months.
This Deal Is Not Just About The UK And Korea
This paragraph widens out the deal.
In addition, participants accept to promote business activities and facilitate opportunities for UK and ROK companies to collaborate in ROK and the UK, as well as joint offshore wind projects in third countries, according to the press release from the UK Government.
An approach to some countries without the usual bullies of this world may offer advantages.
Has One Secondary Deal Already Been Signed?
This paragraph talks about a recent deal between BP, Dutch company; Corio and the South Koreans.
The news follows the recent announcement from South Korea’s Ministry of Trade, Industry and Energy that two UK companies, Corio Generation and BP, submitted investment plans for offshore wind projects in South Korea totalling about EUR 1.06 billion.
This deal was apparently signed during the state visit.
There’s A Lot Of Wind Power To Be Harvested
These last two paragraphs summarise the wind potentials of the UK and Korea.
The UK has the world’s second-largest installed offshore wind capacity, with a government target to more than triple this capacity by 2030 to 50 GW, including 5 GW of floating offshore wind.
Back in 2018, the South Korean Government set a 2030 offshore wind target of 12 GW in its Renewable Energy 3020 Implementation Plan, which was reaffirmed by the now-former South Korea’s president Moon Jae-in in 2020. Since 2022, it has been reported that the country has a target of reaching 14.3 GW of offshore wind power by 2030.
Note that the UK’s population is almost exactly 30 % bigger than Korea’s.
So why will the UK by 2030, be generating three-and-half times the offshore wind power, than Korea?

Long term, the numbers tell me, that UK and Irish seas will be Europe’s major powerhouse.
Australia’s Offshore Wind Market Could Significantly Benefit from Collaboration with UK Suppliers, Study Says

A new study has been launched that highlights significant opportunities for the UK to share its wind farm expertise with Australia’s emerging offshore wind market
These three paragraphs outline the study.
The Australian Offshore Wind Market Study, conducted by Arup, evaluates potential Australian offshore wind markets and analyses the strengths, weaknesses, and opportunities for UK support.
Key findings indicate that the Australian offshore wind market could “substantially” benefit from collaboration with the UK suppliers, given the UK’s 23 years of experience and its status as the second largest offshore wind market globally, boasting 13.9 GW of installed capacity as of 2023, according to the UK Government.
Currently, Australia has over 40 offshore wind projects proposed for development.
I believe that the Australians could be a partner in the deal between the UK and Korea, as all three countries have similar objectives.
Conclusion
The Korean and German deals. and a possible Australian deal should be considered together.
Each country have their strengths and together with a few friends, they can help change the world’s power generation for the better.
- Just as the UK can be Europe’s powerhouse, Australia can do a similar job for South-East Asia.
- Any country with lots of energy can supply the green steel needed for wind turbine floats and foundations.
I would have felt the Dutch would have been next to join, as their electricity network is solidly connected to the UK and Germany. But after this week’s Dutch election, who knows what the Dutch will do?
Selling Office Space

101 Moorgate is certainly easy for the Elizabeth Line and other public transport.
It will be interesting to see, when the building is let!

The Need For Zero-Carbon Construction Equipment
Construction sites can be dangerous places and in addition to the obvious dangers, there are hidden pollutants in the atmosphere on sites.
Health and Safety will surely demand an improvement in air quality on construction sites for the protection of the workforce and nearby residents.
If JCB can produce zero-carbon construction equipment, then whether it is electric or hydrogen, this will be to their advantage.

Decarbonising Cargo Handling
It should be noted that JCB are involved in Freeport East at Felixstowe/Harwich.
Ports will be the sort of workplaces, where all vehicles should be zero-carbon, to protect the workforce. Some of the container handling machines are large and would be ideal for hydrogen.
Decarbonising Agriculture
JCB also make tractors, like the Fastrac and other equipment for agriculture. As they often work around people, hydrogen could be much better.
New Markets
Zero-carbon engines will result in new products for new markets.
Lord Bamford is on track to create valuable new markets for his diggers and other equipment.
Hydrogen-Powered Land Speed Record
JCB already hold the land speed record with the JCB Dieselmax, at over 350 mph.

The car is powered by two specially-tuned versions of the production JCB444 powerplant, developing up to 750 brake horsepower (560 kW) each (over five times the power output of the production version with 90 psi (6 bar) of boost) and featuring four cylinders and 5 litres of displacement, accompanied by two stage turbochargers, intercooler and aftercooler.
I believe that getting that amount of power out of a production diesel engine, shows that JCB’s combustion engineers could do the same for a hydrogen-powered vehicle.

Cromarty Firth And Forth To Host First Green Freeports

Sites at Cromarty Firth and the Forth have been selected to host Scotland’s first green freeports.
These three paragraphs outline the deal.
The winning bids were revealed in a joint announcement by the UK and Scottish governments.
The special economic zones north of the border are being created under a scheme agreed by the two governments.
The successful applicants will be able to offer tax incentives and lower tariffs in the zones.
At least it seems that Westminster and Holyrood are in agreement.
What Is A Green Freeport?
This article on the BBC, is entitled Freeports: What Are They And Will They Help The Economy?.
It is a good summary of freeports in the UK.
This press release from the UK Government is entitled Joint Cooperation To Deliver Two New Green Freeports In Firth Of Forth And Inverness And Cromarty Firth, contains this statement from Deputy Scottish First Minister; John Swinney.
This is a milestone achievement in the process to deliver Green Freeports for Scotland. Inverness and Cromarty Firth Green Freeport and Forth Green Freeport will support businesses to create high-quality, well-paid new jobs, promote growth and regeneration, and make a significant contribution to achieving our net zero ambitions.
A rigorous joint selection process has been followed. The successful applicants showed a strong determination to embed fair work practices, including payment of the Real Living Wage, and to enshrine net zero initiatives in their work.
We look forward to working closely with them to ensure they deliver maximum positive impact and become operational as soon as possible. We will also work with the unsuccessful bidders to consider how they can build on the plans set out in their bids to deliver jobs and growth in their regions outside the Green Freeports programme.
Scotland has a rich history of innovation, trade and manufacturing and as we look to seize the many opportunities achieving net zero offers, the creation of these internationally competitive clusters of excellence will help us to create new green jobs, deliver a just transition and support our economic transformation.
This statement may be a lot more about aspiration, than hard directions, but having in my lifetime seen Scotland rally round their newborn oil and gas industry, I am very hopeful that the concept of a green freeport will be successful.
Unless anyone can correct me, I do feel that Scotland’s two green freeports are a world first.
Forth Green Freeport

It appears to be a well-backed ambitious plan.
Cromarty Green Freeport
Opportunity Cromarty Firth are leading the development of the Cromarty Green Freeport and they have this web site.
This is the sub-heading on the home page.
Opportunity Cromarty Firth (OCF), is a consortium leading a bid in the current competition for Green Freeport status, which could “revolutionise” the Highland economy and stimulate major new manufacturing activity locally and elsewhere in Scotland and the UK.
It is following by these two paragraphs.
The consortium is backed by port owners Port of Cromarty Firth, Global Energy Group, Port of Inverness and The Highland Council alongside a dozen regional businesses, public sector organisations and academic bodies.
OCF believes the creation of such a zone on the Firth would maximise local and Scotland-wide benefits from a pipeline of renewable energy projects placing the Highlands at the heart of the drive towards net-zero and create tens of thousands of jobs.
There would appear to be a lot of aspiration and a good list of partners, but the plans for the freeport don’t seem to be as advanced as those for the Forth Green Freeport.
No Shortage Of Electricity
One thing, that will not be a problem for either freeport, is going to be a poor electricity supply, as both the Forth Estuary and Cromarty Form will be the home to several gigawatts of offshore wind.
In addition, it is likely that the wind farms in the Cromarty Firth will be backed by large amounts of pumped storage hydroelectricity in the Great Glen.

North of Scotland Hydrogen Programme
One plan that seems to be being developed by OCF is the North of Scotland Hydrogen Programme, which has this web page on the OCF web site.

The North of Scotland Hydrogen Programme was established through Opportunity Cromarty Firth and brings together key partners who share ambitions for the region’s renewable, low carbon future. The programme aims to develop a state-of-the-art hub in the Cromarty Firth to produce, store and distribute green hydrogen at scale to the region, Scotland, other parts of the UK and Europe.
The Highlands will be at the centre of future large-scale production of green hydrogen if the Cromarty Firth wins Green Freeport status.
ScottishPower and Storegga have expressed their support for the Green Freeport bid by Opportunity Cromarty Firth (OCF), which could attract more than £1 billion investment to the area and create thousands of jobs and local supply chain opportunities during construction.The joint developers recently announced plans to develop one of the UK’s largest green hydrogen electrolyser plants on the Cromarty Firth. The project’s initial phase would see the facility produce up to 30 megawatts (MW) of green hydrogen to be used in heating processes in nearby whisky distilleries.
Achieving Green Freeport status would have the potential to bring forward significant investment in a larger-scale plant by up to 10 years and would place the Highlands firmly at the centre of future large-scale production of green hydrogen, because of the region’s enormous growth potential of offshore wind, which is critical to the industry’s development.
Note.
- The hydrogen from the first phase of the electrolyser will be used in the whisky industry.
- Gradually, hydrogen use will widen throughout the region.
- I suspect that as hydrogen production grows, it will be exported from the freeport.

- Aquaculture is a use for the oxygen produced by the electrolyser.
- Everybody is promoting spaceports. Both hydrogen and oxygen can be used as rocket fuel.

It certainly is a comprehensive plan.
Hydrogen At The Forth Green Freeport
Hydrogen is mentioned on the About page of the Forth Green Freeport web site in this general statement.
Investments will stimulate growth in trade, providing expanded logistics and trade capacity for existing and emerging industries including advanced modular systems, biofuels, hydrogen and carbon capture and storage, as well as support additional R&D capability and green incubator space to drive SME and start-up business growth.
But as INEOS are a partner, I would expect some hydrogen production from all that green offshore electricity.
Aviva To Eject Company Directors If Climate Goals Are Not Met
The title of this post is the same as that of this article in The Sunday Times.
Increasingly, I am seeing company boards taking decisions, that will cut their company’s carbon footprint.
Only yesterday, I wrote Suppliers Sought For New Bi-Mode Locomotives For TransPennine Express And Great Western Railway, which was about First Group’s moves to decarbonise some of their locomotive-hauled trains.
I have also written about BHP, BP, Fortescue, Go-Ahead and Rio-Tinto taking action to decarbonise.
It does seem that some company boards are following Aviva’s guidance, but then it is in the directors own interest.
Many directors of large companies own shares and in a big public company, these are publicly traded.
I would suspect, that if a company board, do the right thing in terms of decarbonisation, that the share price will rise.
So by following the accepted climate science, they are actually helping themselves.
If they don’t believe that, then aggressive shareholders from Norwich will punish them.
Six Operators Award Joint Contract For Up To 504 Tram-Trains
The title of this post, is the same as that of this article on Railway Gazette.
These are the first three paragraphs.
A consortium of six German and Austrian transport bodies has awarded Stadler a framework contract for the supply and maintenance of up 504 tram-trains worth €4bn, the largest contract in the Swiss company’s history.
The VDV TramTrain framework contract was awarded on January 14 by Karlsruhe’s VBK and AVG, Saarbrücken’s Saarbahn Netz, Schiene Oberösterreich, the Land of Salzburg and Zweckverband Regional-Stadtbahn Neckar-Alb.
It includes a €1·7bn firm order for the supply of 246 Citylink tram-trains over 10 years from 2024, and the provision of 16 years of maintenance. There are options to order up to 258 more vehicles and to extend the maintenance to 32 years.
That will keep the factories running for a few years.
Note that all these Stadler Citylink tram-trains are similar to the Class 399 tram-trains, that run between Sheffield and Rotherham.
More Stadler Citylink tram-trains will start running in the next couple of years in Cardiff.
I can also envisage these tram-trains being used on the following projects in the UK, if they were to go ahead.

Conclusion
Stadler have designed a tram-train that everybody likes and that generates orders.
I think Stadler will soon need to increase production of these Citylink tram-trains.
